2018 RRRC Promotion & Relegation – Initial Results

Now that the Red River’s 2017-2018 Competitive 15s Season has ended, the RRRC has reviewed the Promotion and Relegation Policy. After reviewing, the results are below.

Per the policy, both men’s and women’s teams are participating in promotion and relegation this year. This is the first year for the women, so we encourage teams to review the policy and reach out to their RRRC reps if they have questions.

These are NOT FINALIZED as Clubs have the opportunity to appeal or request voluntary promotion or relegation. However, for those of you facing or contemplating promotion / relegation, just like no one ever got stronger lifting the same weight every day, your club won’t get stronger unless you test yourself against the best competition available.

Men’s D1

  • Promoted (Under Policy):
    • San Antonio D2 promoted to D1 (won RRRC title and had average point differential of +28 or greater in league matches – average points differential was +31 in league and +32 overall.)
  • Relegated (Under Policy):
    • Austin Huns D1 relegated to D2 (finished last in their current division AND had an average point differential of -­28 points/game or worse in league games within that division – average points differential was -39.)
  • Requesting Voluntary Relegation:
    • Little Rock (requesting voluntary relegation from MD1 to MD2).

Men’s D2

  • Promoted (Under Policy):*
    • San Antonio D3 promoted to D2 (as their first side moved up to D1 under mandatory promotion policy)  See Elig. Rule 3.5(a) (“Teams competing towards any USA Rugby Championship Event from the same Club must compete in contiguous divisions.”)
    • *Austin Blacks D3 (Won RRRC title, but can’t move up as multiple sides from same club can’t compete in the same division)
  • Relegation (Under Policy):
    • Dallas Harlequins D2 relegated to D4 (Finished last in their current division AND had an average point differential of -­28 points/game or worse in league games within that division – average points differential was -41.  Relegation to D3 would require Quins D1 relegation to D2 under Elig. Rule 3.5(a)).
    • Austin Huns D2 relegated to D3 (can’t have two sides from same club playing in same division)
  • Requesting Voluntary Relegation:
    • Oklahoma City (requesting voluntary relegation from MD2 to MD3).

Men’s D3

  • Promoted (Under Policy):
    • San Antonio D3 promoted to D2 (See above).
  • Relegated (Under Policy):
    • Austin Huns D3 to TRU D4 (See above as D1 and D2 sides were relegated; can’t have two sides from same club in same division)
    • Abilene relegated to TRU D4 (finished last in their current division AND had an average point differential of ­-28 points/game or worse in league games within that division – average points differential was -52.)

Women’s D1

  • Promoted:
    • NA
  • Relegation:
    • NA

Women’s D2

  • Promoted*:
    • *Austin Valkyries II (can’t move up as multiple sides can’t compete in the same division)
  • Relegation:
    • NA
  • Requesting Voluntary Promotion
    • Bay Area (Moving up to D2 from TRU D4).

Appeals and voluntary promotion/relegation

A club may appeal automatic promotion or relegation, or it may request voluntary promotion or relegation to a new division. Criteria that may be considered by the RRRC Competition Committee when ruling on an appeal or request may include, but are not limited to, forfeits, margin of loss/victory, club size and location, coaching, anticipated player turnover, past performance, whether the club fields teams in other divisions, and impact on the other teams in the divisions that would be affected by the change.

Each club shall have until June 8, 2018 to submit a written appeal or voluntary promotion/relegation request regarding the division in which any of its teams have been, or would like to be, placed. Your club’s appeal / request should list all information (with any supporting documentation) which you believe supports your position on promotion/relegation.  If requested, presentations by clubs of their submissions will occur at the RRRC call commencing at 8PM on June 11, 2018.  Please be prepared to briefly present your club’s case / answer questions on that evening.

The RRRC Competitions Committee will rule on any appeals and notify all clubs of the final divisional alignment no later than June 30, 2018.
