Player Transfers in RX

We’ve been receiving lots of transfer requests (note that RX calls them Domestic Clearances and USA Rugby often refers to them as waivers). The majority of these are being initiated 2-3 days before the match the player intends to play in. Transfers will typically take longer than that as they must go through various “checks” (see below) and we urge clubs and players to put their transfers in as soon as possible.

While a transfer is pending, the player is NOT able to play with the club they are attempting to transfer to. Players must be available in the club’s squad list in RX AND hold a validated waiver from the USA Rugby Club Eligibility Committee (if they have participated in league matches with another team) to be eligible to play in league matches.

This is per Regulation 3.4-(d). In-Season Transfers. Player must not have played in a NCS Qualifying Match for any other Club, regardless of the division of, or the geographical distance between the two Clubs, during the current Competitive Season without a waiver from USA Rugby. 

Note: An Approval in RX from the home club and local union only indicates the player has no financial or disciplinary issues; it does not indicate that the player is eligible to compete with the new club. 

This is the TRU’s current understanding of the various transfer requests and steps, we will update this post with additional details if needed:

  1. TRU club to club – TRU administrator and the original club the player is registered with must review and submit their response in RX
  2. Non-TRU club to club – TRU has no insight into these, the originating Union and Club are responsible for responding
    1. Please reach out to membership@usa.rugby if you have questions
    2. Once all parties give their response the player will receive an email update
      1. If approved they can register with their new club
      2. If declined they will remain registered with their original club
  3. At-Large to TRU – same as #2, we have no insight
