TRU Executive Board Winter Meeting Minutes February 25, 2007

Agenda

Minutes of the previous meeting – Dave Jenkins
The minutes of the previous meeting (August 2006) were reviewed and approved. [CC/DM]
Discussion followed on the following topics:
Fines for unplayed forfeits will be waived for all collegiate women’s clubs for 2006-2007 competitive seasons.  Will Riddle to develop proposal for Collegiate Women’s competition format for the 2007-2008 season (will be presented at TRU Executibe Board Summer meeting).
Galveston RFC will be given specific criteria for their High School Tournament.  Criteria must be met in order for the tournament to proceed.  Criteria will include at a minimum: safe field conditions, timely match schedule and the overall tournament format (2 day vs. 1 day).
2006 Financial Report – David McPhail
High School Grants were $2,600 over budget in 2006.  An increase in the number of High School camps resulted in more TRU players being selected for USA U19’s and is the main factor in the budget overrun.
Mike Kwedar informed the Board that Canterbury is giving TRU select sides substantial discounts for kit.
Dave Jenkins motioned to approve 2006 expenditures and Craig Coates seconded the motion.
Select Sides
Will Wornardt received no response from U23 Women or Senior Women select side reps on their kit status.  Will Riddle to find status of their kit.  
Mike Kwedar given approval for a Wasp logo to be placed on Elite Rugby Jerseys. It was agreed that the U17 Select Side would order their own set of jerseys.
Discussion of Men’s Senior Selects:  The West is considering holding skills camp in Austin, TX in the fall of 2007 and Dave Jenkins suggested that  the TRU hold a select camp simultaneously and invite NA4 coaches.  The weekend would culminate with West Selects vs. TRU Selects Scrimmage.  This would give the NA4 coaches the opportunity to coach and observe Texas players. Additional suggestion to hold women’s select camp in conjunction with this men’s camp.
Div III Men’s select side has requested a budget increase.  A portion of the increase would be used to fund a trip to Mexico to play the Mexican National Team.  Dave Jenkins requested Will Wornardt to speak with Stan Venable about a revised budget.  Their budget will be approved minus Mexico trip funds.
A proposal was presented to combine U17, U19, and Collegiate Select Sides into one organization titled Elite Rugby.  Mike Kwedar would be the Director of Elite Rugby and assisted by committee/support team.  The TRU Executive Board voted unanimously to approve the proposal.
It was agreed that the TRU would approach the Texans and Reliant Stadium to pursue the possibility of holding a 15-minute sevens game [Texas U19s vs Mexico U19s [at halftime during one of their soccer games e.g. Barcelona
TYRA
TYRA meeting will be held at the State Championship Tournament in Katy, TX.  Peter Steinberg will be invited to present trophies and address the membership meeting.
Discipline
Dave Jenkins recommended that STRR referees be asked to issue red cards for any punch, kick, blow to the head with intent to injure.  The TRU will hold all Collegiate, High School, and Youth coaches responsible for educating parents on the rights of the
rugby referee. Red cards will be issued to these coaches for parental misbehavior.  The punishment will be a deduction of league points.  
Referee Recruitment
The following strategies were discussed:
-Require each club to provide one trained/certified referee
-Pay referees for each match they officiate
-Move some of the league competitions to Sunday or Wednesday/Friday nights
It was agreed by all that Chris Callan develop a fee schedule for referee match payments.  The fees should be based on level and age of the club.  The TRU will advertise the referee training clinic to be held by Rich Prim on March 18 after receiving the fee schedule from Mr. Callan.
2007 Budget Discussion – 
TRU Championship Event hosts will purchase trophies for their event.  Red Rhino will supply match balls for each event.  The event host will keep these balls and bill the TRU for the cost of the trophies.
TRU Youth Camps & Clinics line item has been reduced to $0.  These events will be run by the hosts and TRU Elite Rugby.
Insurance for Directors and Officers
The revised 2007 budget will be distributed to the TRU Executive Board for approval.

Select Side Rugby U17 – U19 – Collegiate Re-Organization
The TRU Executive Board has decided to re-organize the U17, U19 and Collegiate Select Side Rugby in Texas.
Whilst the TRU U19 select side is held in highest regards by the National Team Coaches, it is critical that the TRU re-align its select sides to match the future direction of USA Rugby.
Consequently the current U17, U19 and Collegiate Select Sides will now be consolidated into one group termed “Elite Rugby” and Mike Kwedar has been appointed the Director of Elite Rugby for Texas. He will have a support group comprised of Craig Coates, Johnny Smith, Michael Engelbrecht, Brett Mills, and Jim Wolfinger and Mike will report to the TRU Executive Board. 
Mike and his group will have the following responsibilities:
  • Responsibility and Accountability for all elite rugby for the U17, U19 and Collegiate levels
  • Selection of the U17 coach[s] and manager from the applicants, as soon as possible.
  • To ensure that Texas HS/Youth/Collegiate coaches are selected and rotated through the senior and assistant coaching positions, when such coaches have reached the required standard for select side coaching.
  • Administration of the annual budget for the Elite Rugby program. The  TRU will fund the whole Elite Rugby Program and the current U19 and Collegiate budgets will be rolled into one TRU Budget line item with an additional sum for the U17  program to be added by the TRU. Brett Mills will be responsible foe the financial part of the program and will coordinate with David McPhail to ensure that “Elite Rugby” has the correct fiscal reporting.
  • Establish a tracking and performance for each player within the Elite Rugby Program
  • The annual Canterbury youth skills clinics/camps

 

ANNUAL CANTERBURY YOUTH SKILLS CAMPS.
In 2008 the clinics will be run using the following procedures: 
  • o    Each camp will be bid out to the youth/HS clubs in each region [north, west and south]
  • o    The winning club has to provide a deposit of $1200 to the TRU for running the camp and has to guarantee a minimum of 40 attendees at $30 per person.
  • o    The TRU will use the $1200 to pay the airfares, hotels and other expense of the coaches. If this turns out to be less than $1200, then the remaining money will be returned to the club, if it exceeds the $1200, the TRU will cover the difference. 
  • o    If the hosting club gets more than 40 kids to attend, they will share the additional monies generated for the additional attendees 50/50 with the Elite Rugby Group within the TRU.
  • o    The hosting club will be responsible for any T-shirts and food that is required and will retain the income from such activities.
  • o    The camp will be designed by the Director of Elite Rugby for Texas and his group with the full participation of the National U17 and U19 coaches.
