Creation of R&L Committee (Tate, Puklicz, Wolfinger)
Addition of TRRA Chairman as full Board Member
Revisions and clean up of document from Summer Meeting – To be sent out to Clubs and posting to website
TRU Sanction Appeals change to reflect West procedures that TRU sanction appeals go thru TRU EC. To be revised and posted on website.

2008 FYE REPORT and 2009 FISCAL BUDGET – (report)
- Pfleger review of 2008 income, deposits & expenditures per spreadsheet review and will post to website for public disclosure.
- STRR final $20K payment goes into TRRA/TRU R&L referee developmental fund to be administered per policy to be determined.
- Discussion of expenses on Men’s Selects funding diminished
  1. Venable discussed selects and skills camps for DIII players
  2. Venable suggests movement from selects camp to skills camps
- 2009 Budget Review by McPhail
  1. Calendar year budget cycle retained w/o objection
  2. Discussion of TYRA flat fee and explanation by Marshall

- League standing determine champion for advancement
- Discussion re: possible future alignments, promotion, relegation, etc…

DIVISION THREE – Venable
- Texas #2&#3 can challenge to travel
- Overall health is good, few issues have arisen
WOMEN’S – Schmidtke (report)
COLLEGIATE MEN – Wagner (report)
- TRU Grants to be considered, if applied for, for out-of union colleges travel/tournament fees to attract to Cowtown and/or tours
COLLEGIATE WOMEN – Summers
- Mini-Tournaments in Fall seemed to work well
  - Player retention up
- No Forfeits to date; improvement over last season
- All Clubs have Coaches
- Game-Day protocol enforced

TYRA REPORT – Marshall
- General report
- Efforts towards better administration
- Increased efforts towards lower aged introduction and player retention
- HS v Collegiate prohibitions/variations discussed
- SBRO discussed
- State Championships – April 18-19 – Dallas
- Summer 7s increasing
DISCIPLINE REPORT – Courtney

Discussion on use of cards and implication as it relates to TRU and West sanctions
Puklicz discusses “Punching” card issue and is continuing the dialog amongst Refs for more uniform and consistent issuance
Discussion of TRU Disciplinary Committee and Appeals process to TRU EB

Discussion of TYRA Statement (Field Barriers / Sidelines / Conduct)
- Statement to be sent out under TRU/TYRA signatures
- Recommendation from TRU/TRRA from Coach/Subs/Meds to isolated sideline from spectators sideline. Courtney will send out a recommended practices guideline, to be considered as rule implemented for 09-10, depending on results/feedback from the practice instituted immediately.

Update on the TRRA – Puklicz
- Membership up after STRR/RTRR merger
- Membership contacts being updated
Recruiting & Training – Puklicz / Prim
- Recent increase in Ref Coaching reports/evaluations
- NASO Membership group expenditure (approx $4K) being explored for all TRRA refs
  - Dependent on CIPP coverage comparison w/ NASO coverage
  - Individual coverage available $85/per
- Primm-Technical Director
  - Uniform compliance and communication w/ Coaches
  - Scheduled Classes coming
    - Stressing uniformity in calls & protocol

- No major issues voted on, but good information and positive report on Texas rugby overall.

Collegiate Realignment Proposals – Discussion
- Proposed alignment presented by Courtney – discussion.
  - 4 DI / 8 DII / DIII – Motion Carries w/Tate opposition to Collegiate DIII based on past experience w/DIII
    - Four DI teams (A&M & LSU) the other two (2) teams to be determined by either voluntary relegation or playoff to be schedules and played by TRU Scheduling date
    - DII – (2) DI teams relegated & TXST/Baylor/UD/UNT/ASU/TCU – Final teams to be determined by EC Recommendation by scheduling date
    - Motion carries w/o dissent – DIII formed – Final teams to be determined by EC Recommendation by scheduling date – Possible – SFA/MSU/StThom/SMU/UH/A&MIII/StEd’s?

Modified Tie Breaker Criteria (Kurylas Email) – Sharpley & Tate reviewed and recommend change – Motion to adopt Courtney, Hill seconds, Passed w/o dissent – Effective competitive 09-10 cycle.
Non dues paying and non compliant Clubs (Wandies and Alliance Men)
- Discussion re: if allowed
  - Strains Ref availability
  - Club benefits from TRU membership efforts (i.e. ref development)
  - No Disciplinary Enforcement
- Social Teams for Tournaments are acceptable and do not need to pay TRU Dues, however Clubs that schedule matches with TRU Clubs must become recognized TRU Members
  - Must pay social dues ($600 annually)
  - CIPP Players
  - Known teams to been advised by TRU to become social
  - TRU to advise TRU Clubs of regulations and enforcement
