Responsibilities

MINIMUM RESPONSIBILITIES of THE TEXAS RUGBY UNION

  • To communicate on a regular basis with all its member clubs.
  • Ensure that all member clubs understand West RFU and USA Rugby policies.
  • Ensure that all clubs have access to the West RFU website at www.wrfu.org
  • Review West RFU Dues Reports to ensure the accuracy of listings of member clubs and to take appropriate and timely action to correct problems.
  • Review CIPP registration to ensure the accuracy of listings of member clubs and to take appropriate and timely action to correct problems.
  • On a timely basis nominate member clubs that qualify for West RFU competitive events. Ensure that these member clubs are knowledgeable about West RFU requirements, schedules, procedures, calendars etc and know how to access them from the West RFU website.

MINIMUM RESPONSIBILITIES OF MEMBER CLUBS

RESPONSIBILITIES TO THE UNION:

  • Prompt payment of TRU dues to the TRU Finance Officer.
  • Payment of debts in a timely manner so as not to reflect badly on the TRU.
  • Provide updates of club officers promptly to the TRU President & LRO Secretary.
  • Notify TRU President of any planned incoming or outgoing tours.
  • Register promptly and provide proof of enrollment of the club and it’s players in CIPP (USA Club & Individual Participant Program)
  • Provide players to Texas Rugby Union Select Sides
  • Deal with all internal and external organizations in a professional manner
  • Administer suspensions or penalties resulting from send-offs or other disciplinary action
  • Promote a positive image of Rugby at all times.
  • Have an established emergency medical procedures to ensure that emergency medical services, if required, can arrive at the home pitch as soon as possible.
  • Provide touch judges who are familiar with the rules
  • Will comply with all the requirements for supplying tough judges

RESPONSIBILITIES TO THE LOCAL REFEREES SOCIETY:

  • Properly marked field with flags, spectator ropes and padded goalposts
  • Provide complete directions & map to home field to Assignment Secretary
  • Accord the proper respect and hospitality to the assigned referee.
  • Provide a clear legible CIPP eligibility list
  • Provide touch judges who are familiar with the rules
  • Provide a schedule by the required deadlines

RESPONSIBILITIES TO VISITING CLUBS:

  • Properly marked and safe playing field with flags, spectator ropes and padded goalposts
  • Provide a back-up or contingency site for field cancellations
  • Provide clear directions to match site
  • Matching kit
  • If a club is fortunate enough to have a physician as a member then that person should be encouraged to attend the home games and provide medical assistance, if necessary.
  • The coach of the home team to be sufficiently knowledgeable of rugby injuries e.g. recognizing concussion and not allowing a player to continue playing if concussed.
  • Have a First Aid Kit and someone familiar with First Aid at all matches
  • Have established emergency medical procedures to ensure that emergency medical services, if required, can arrive at the home pitch as soon as possible.
  • Written or E-Mail confirmation of the date, place & time of each match
  • Ensure that each player is CIPP-eligible to play
  • Honor your commitments to play a match (or matches)
  • Promote good sportsmanship on and off the field
  • Provide the visiting club with after match refreshments and food.
  • For all league games submit both playing rosters to the Divisional Secretary within the mandated time-frame

RESPONSIBILITIES TO THEIR MEMBERS:

  • Payment of all applicable Union, referee or tournament fees
  • Have a First Aid Kit and someone familiar with First Aid at all matches
  • If a club is fortunate enough to have a physician as a member then that person should be encouraged to attend the home games and provide medical assistance, if necessary.
  • The coach to be sufficiently knowledgeable of rugby injuries e.g. recognizing concussion and not allowing a  player to continue playing if concussed.
  • Have established emergency medical procedures to ensure that emergency medical services, if required, can arrive at the home pitch as soon as possible.
  • Proper playing kit
  • Require all players to be CIPP registered and possess medical insurance.
  • Properly marked and safe playing field with flags, spectator ropes and padded goalposts
  • Provide opportunities for players to participate in Texas Rugby Union Select Sides
  • Disseminate Union information to each player via their club administrators.
  • Honor match commitments
  • Set a good example in promoting sportsmanship on and off the field.
